In 2082 Amendment 37 to the U.S. constitution was ratified by congress, formally legalizing the use of bounties by civilians. The catalyst was the imminent collapse of the national metropolitan police system, which had become increasingly corrupt over the years.
Naturally many states were against this, including Nevada. Nevada quickly became one of the many States that the government "doesn't have time for, anymore. Therefore Nevada, along with 17 other states, has fallen out of social, economic, and financial progress.
