The story centers on SFB-1, the head San Franciscan base for a labeled-terrorist citizen relief organization. Almost everywhere in the US, the middle class has essentially disappeared. In San Francisco , the rich predominantly live in gated community skyscrapers. The poor occupy the war-torn wreckage of the old city, which is itself shrinking as the oceans rise. And the official US government (as per usual) only exists for the upper-class citizens.
